Certificate of Conformity Report

The application for a Certificate of Conformity is issued by the Ministry of Environment and Urbanization, General Directorate of Land Registry and Cadastre, for foreign investors who purchase real estate worth at least 400,000 USD or equivalent in foreign currency or Turkish lira, provided that an annotation is put in the land registry that it will not be sold for three years. After the commitment not to sell the immovable for three years is taken, the transaction documents are sent by the Land Registry to the authority that will issue the certificate of conformity. After receiving the “Certificate of Conformity”, a citizenship application is made to the Provincial Directorate of Migration Management and then to the Provincial Directorate of Population and Citizenship Affairs.

Some points should be considered while writing the certificate of conformity petition. When writing a petition, the following elements must be present:

  1. It is written by addressing whichever Land Registry Directorate it will be sent to.
  2. The applicant’s nationality must be written.
  3. The foreign person’s passport number should be written
  4. Foreign person’s name and surname
  5. The full address of the province/district where the immovable is purchased must be written (Neighborhood, island, parcel, block, flat)
  6. After this information is written, it should be committed that the real estate will not be sold to anyone else for 3 years.

The documents required for the Certificate of Conformity are:

  1. Power of attorney
  2. Lawyer’s Bar Card copy
  3. Deed of the Immovable(s)
  4. Real estate payment receipts
  5. A copy of the original birth certificate
  6. Passport translation
  7. The petition must have a wet signature.

After these documents are completed, the Certificate of Conformity is sent to the General Directorate of Land Registry and Cadastre. After the Certificate of Conformity is sent, it is possible to track whether the Certificate of Conformity has been approved or not, with the inquiry tracking number given. Once the Certificate of Conformity is approved, a citizenship application is made to the Provincial Directorate of Migration Management and then to the Provincial Directorate of Population and Citizenship Affairs.
